在經濟部中小企業處葉處長雲龍與荷蘭海牙市副市長Mr. Henk Kool的見證下,台灣工研院、交通大學、中原大學與荷蘭「台灣企業國際化協助網絡」(Taiwan Globalization Network,簡稱TGN)於本(102)年5月27日(歐洲時間)於荷蘭海牙簽署合作備忘錄,未來將建立台歐育成加速合作平台,協助台灣育成企業打入國際產業供應及價值鏈,擴展歐洲市場能量。

為落實去(101)年經濟部中小企業處與歐洲商業育成網絡(European Business & Innovation Center Network,簡稱EBN)所簽訂之共同育成合作備忘錄,拓展台歐商機、深化創業育成合作及推動育成國際化,葉處長偕同育成從業人員等,組團參加本年5月29日至31日於英國北愛爾蘭倫敦德里市所舉辦之第22屆EBN年會,本屆年會主題為「數位、文化及社會創新」,將結合創新元素,塑造未來育成產業新契機,預計將聚集全球各地500位以上創新育成從業人士與會,葉處長並獲邀於大會以「與台灣合作共同尋找全球育成商機」為題進行專題演講。會前特別與TGN合作,共同於5月27日在荷蘭海牙舉辦Taiwan Business Day,以「如何成功協助創新靈活的中小企業進入新興市場」為主題,為台歐雙方尋找合作交流與商機媒合契機,並由新興產業加速育成計畫3聯盟包括工研院、交通大學、中原大學與TGN簽署合作備忘錄。

葉處長指出,面臨全球化競爭與國際經濟成長趨緩的多重挑戰,台灣中小企業如何透過導入「大企業資源」、「跨國育成」及「加速器」等新元素,鼓勵青年創新創業,是未來台灣經濟能否更上層樓的重要關鍵。目前中小企業處已經建立一個完整的產學合作育成系統,並從101年開始推動「創業台灣計畫」,幫助創業者篩選出優質創意點子,由業師陪伴成長,積極協助創業者進行資金媒合,讓創投公司、天使基金、私募基金等能看見及投資他們。並推動「大企業定向育成輔導」,針對大企業提出需求進行客製化培育,提高育成優質企業直接進入大企業供應鏈的機會,並精選優質企業與大企業合作進行實質投資媒合。本次希望藉由3聯盟與TGN簽署合作備忘錄,導入TGN歐洲在地能量,除協助申請歐盟及投資所在國的政府經濟、技術補貼援助,以加速科技研發和創新服務諮詢外,同時也協助台灣企業設立國外分支機構,以快速開發、拓展海外國際業務,加速新創產業之育成及國際化。

TGN總裁Charlene Lambert表示,台灣深具大中華區域經商經驗及強勁的產業生命力,很高興這次能與工研院、交通大學及中原大學簽署合作備忘錄,共同促進歐洲與台灣在科學技術、經濟文化及商務貿易等領域合作交流與業務發展,並激勵台歐企業更密切的合作,為雙方的產業增添更多的機會與市場能量。

台灣國際育成週 8月份起跑

葉處長表示,將於本年8月份在台北舉辦為期兩週之台灣國際育成週,由8月5日至9日「APEC強化中小企業持續營運能力種子師資培訓營」揭開序幕,接續8月12日「創業台灣國際育成週記者會」、8月13日至14日「APEC創業加速器領袖高峰會」、8月15日「新興產業加速育成國際論壇」及8月16日之「前進東協市場說明暨資金媒合會」等國際活動。其中8月13日至14日「APEC創業加速器領袖高峰會」將有來自亞太21個國家,最菁英的30個創業團隊齊聚台灣進行創業競賽,勢必成為亞太企業經營領袖、創投、天使投資人、創業新秀等國際注目焦點,葉處長並於會中誠摯邀請EBN及TGN等能組團來台共襄盛舉,共同推動全球創業育成發展。

此外葉處長並表示,自5月份起,中小企業處推動之新興產業加速育成計畫將陸續於國內舉辦9場投資媒合會、10場創新人才培訓課程、15場國際商機暨投資媒合會,徵集輔導200件案源,帶動投增資至少8億,協助至少20家企業打入大型企業供應鏈,並協助取得國外訂單,促成5,000萬元以上國際合作商機。

台灣企業國際化協助網絡(TGN)

隸屬於荷蘭註冊登記非營利機構「台荷商盟基金會」(The Taiwan Business Alliance Foundation),該組織獲得歐盟和荷蘭政府的全面認可和高度重視,且與歐盟、荷蘭政府及產業均有相當深厚的關係,可提供台灣中小企業和科技型企業歐洲市場的相關服務。

歐洲商業育成網絡(EBN)

位於比利時,設立於1984年,屬歐盟之半官方機構,在歐洲地區結合超過250個組織,其任務是推廣創新、培育創業家精神,支持具有潛力的創新中小企業的設立,並透過全球200家認證BIC單位,提供創業家創業資源以及財務以及市場營運經驗。

 

SMEA establishes international incubation cooperative platform

to speed up incubation collaboration and expand European market

On Monday, May 27, 2013, the Industrial Technology and Research Institute (ITRI), National Chiao Tung University (NCTU) and Chung Yuan Christian University (CYCU) jointly signed a Memorandum of Understanding (MOU) with the Taiwan Globalization Network (TGN) in the Hague, Netherlands. Mr. Johnny Yeh, the Director-General of Small & Medium Enterprise Administration (SMEA), Ministry of Economic Affairs (MOEA), and Mr. Henk Kool, the Deputy Mayor of the Hague, were present for the signing. The MOU will serve as a pathway for the establishment of an international incubation cooperative platform to speed up incubation cooperation and help start-ups to expand in the European market.

The MOU represents further implementation of the Joint Incubation Cooperation MOU signed last year between the SMEA and the European Business & Innovation Center Network (EBN). The objective of the MOU is to enhance business cooperation between Taiwan and Europe, and to strengthen incubation center cooperation through internationalization.

Director-General Yeh and a delegation of incubation center professionals from Taiwan will also attend the 22nd EBN Annual Congress from May 29 to 31 in Londonderry City, Northern Ireland. This year's theme is "Digital, Cultural, and Social Innovation." Over 500 innovation incubation professionals are expected to attend the event, during which Mr. Yeh will deliver a speech entitled "Looking for the Global Opportunities--Cooperate with Start-up Taiwan Accelerator." Prior to the Congress, the Taiwan delegation and TGN will jointly hold a "Taiwan Business Day" in the Hague, whose theme will be "How smart, innovative SMEs enter new markets successfully." Taiwan Business Day is also a forum for Taiwan and European companies to seek opportunities and to promote business cooperation. The MOU signed yesterday between the three institutions from Taiwan and TGN is meant to accelerate such collaboration.

Director-General Yeh noted that faced with the many challenges posed by greater international competition and a sluggish global economy, the key to enhancing Taiwan's economic growth is to encourage young people to set up innovative businesses, and to harness the resources of large enterprises, cross-border incubation and incubation accelerator programs. The SMEA has recently established an Incubation Cooperation system and is promoting the "Start-up Taiwan Project," which is aimed at helping Taiwan entrepreneurs to come up with creative business ideas and to attract financing from venture capital firms, angel investors, private funds, and so on. In addition, the SMEA's "Big Business Incubation Orientation Consultancy" provides customized services to large-scale enterprises in order to facilitate investment matching and increase opportunities for incubated firms to enter the supply chain of bigger companies. The TGN MOU seeks to help Taiwan companies apply for government grants for economic and technical cooperation in the EU countries where they operate. It is also meant to accelerate technical research and development as well as consultancy for more innovative services. Taiwan firms will also find support through the MOU to set up foreign branches, thus speeding up their internationalization.

TGN Chairman Charlene Lambert said that Taiwan is an economic and business production powerhouse in the Greater China region. "I am very pleased to sign this MOU with ITRI, National Chiao Tung University and Chung Yuan Christian University to jointly promote scientific, technical, economic, cultural and trade cooperation between Taiwan and Europe," she said. "I encourage companies from both sides to enter into close industrial cooperation to increase market potential and business opportunities."

Taiwan International Incubation Week to be held in August

Director-General Yeh said that Taipei will be the venue for the Taiwan International Incubation Week which will run for two weeks. This will include the "Train-the-trainer Workshop on Promoting SME Business Continuity Plans" from Aug. 5 to 9, the "Kick-Off Press Conference on International Incubation Week" on Aug. 12, the "APEC Start-Up Accelerator Leadership Summit & Intel APEC Challenge" from Aug. 13-14, the "Start-Up Taiwan Accelerator Forum" on Aug. 15, and the "Trade and Investment Opportunities in the ASEAN Market" on Aug. 16. Delegates from 21 Asian countries are expected to attend the "Intel APEC Challenge," which will feature an "Entrepreneurship Competition" among representatives from 30 leading firms. The activity will help to demonstrate that Taiwan is a leader in Asia-Pacific business operations, venture capital, angel funds and entrepreneurial innovation. Mr. Yeh has invited representatives from EBN and TGN to come to Taiwan for the International Incubation Week.

Mr. Yeh also said that starting this month, the SMEA will hold nine investment matching meetings in order to promote emerging industries and speed up international incubation activities. The SMEA will also hold 10 entrepreneurship training classes, 15 international business opportunity and investment matching meetings, as well as consultation sessions for 200 specific business cases. These activities are expected to generate more than NT$800 million (US$26.8 million) in investment, help at least 20 firms to enter the supply chains of bigger companies and boost their overseas business, and generate approximately NT$50 million (US$1.8 million) worth of business cooperation ventures.

Taiwan Globalization Network (TGN)

The organization is registered in the Netherlands as a non-profit entity under the name "The Taiwan Business Alliance Foundation." It has obtained the positive approval and support of the EU and Netherlands government, and enjoys strong relations with them and related industries. It provides valuable services to Taiwan's small & medium enterprises and technology-orientated firms.

European Business & Innovation Centers Network (EBN)

EBN was established in 1984 in Belgium and is a semi-official body of the European Union. It has over 250 organizations in Europe. EBN's objectives include the promotion of innovation, nurturing entrepreneurship, and providing support for the establishment of innovative small & medium enterprises. It relies on the BIC (Business/Industry Certification), which only 200 companies worldwide have obtained, to provide entrepreneurs with resources, funding consultancy and market information.
