新興產業加速育成計畫說明

背景介紹

立足全球市場需求與台灣優勢,雲端應用、生技醫療、流通服務、電子資訊、精密機械、綠能環保及文化創意等7大產業的創新發展為促使台灣經濟再起飛重點新興產業,也是孕育新創事業的搖籃產業。育成加速A聯盟由核心聯盟圈(5法人+1育成中心)和專業聯盟圈(2創投公司+4媒體行銷公司+2顧問公司);B聯盟由核心聯盟圈(6育成中心+2法人)和專業聯盟圈(3個區域育成聯盟);C聯盟由核心聯盟圈(6育成中心+2法人)和專業聯盟圈(6創投公司+6媒體行銷公司+4顧問公司)聚焦中小企業創新發展的三大需求元素-及時資金、經營業師與國際鏈結著手,提供創新加速、技術加速、行銷加速、獲利加速和資源加速輔導,加速培育出新興產業的優質企業群,進而形成優勢產業聚落,為台灣新興產業建立國際優勢競爭力。

計畫重點

在及時資金方面,已具體和工研院創新公司、北美矽谷VIVO創投、台灣工銀、中加創投、生命先鋒創投、新光創投、寶典創投、台新創投、普訊創投、國票創投、悅智管顧、交大天使俱樂部、華揚創投、國泰創投、台灣工銀、中原全人創投、世友投資建立天使資金輔導聯盟,可提供輔導企業財務規劃管理與資金挹注的輔導;在經營業師方面,以專業分工方式已集結超過百位涵蓋技術、行銷、管理領域具豐富實務經驗的業師。

在國際鏈結上,已在荷蘭(阿姆斯特丹)、德國(柏林)、俄羅斯(莫斯科)、日本(東京、大阪、北九州)、美國(聖荷西)等建立辦事處,並與華盛頓州立大學、亞利桑那州立大學、美國(印第安那州及密西根州)、WSGR、Finnegan、日本育成協會、香港(香港科技園、貿發局)、新加坡(新加坡大學)、印度(新德里)、中國大陸(北京、廣州、常州、上海、大連、武漢、西安、成都、廈門、蘇州)、韓國(KOBIA)、美國(NBIA軟著陸計畫)、歐盟(荷蘭、英國)、印尼(雅加達)、越南(河內、胡志明)、馬來西亞(檳城)、外蒙古(烏蘭巴托)和即將在泰國(曼谷-下半年)和歐盟(瑞士、瑞典-下半年)建立實質國際合作及人才培訓等計畫。

並陸續於今年與Arizona State U.(GAN國際認證育成加速器)、WSGR(全美排名第一的智財權、法律、管理顧問公司)、VC 2020(矽谷著名育成中心,引介種子基金、創意概念並協助新創企業連結至矽谷當地大型企業網絡)、SpeedInvest(維也納創投公司,提供台灣中小企業前進歐洲市場資訊及輔導)等國際組織簽訂MOU以建立國際網絡合作平台育成網絡,可直接提供資金媒合、研發及生產合作、市場商機開拓、合作夥伴媒合和投資設廠等專屬客製化輔導。

今年度工作規劃

自五月份起,將舉辦9場投資媒合會、10場創新人才培訓課程、15場國際商機暨投資媒合會(其中7/18 Bio Business Asia媒合台灣生技業者-國外買家 商機合作、9/16 ITRI Forum媒合台灣-矽谷企業間資金、通路、產品開發等合作、10/14 San Francisco Partnering Fair媒合台灣-北加州 企業間資金、通路、產品開發等合作);徵集輔導優質案源,帶動投增資至少8億,協助至少20家企業打入大型供應鏈,並協助企業取得國外訂單。

優質案源申請

本(102)年度遴選作業收件期間為4月19日至5月20日止,總收案數為321案。由計畫秘書團隊進行資格審查後,通知個案申請人補件相關資料,扣除不合格8案,共313案通過資格審查,通過率為97.5%。

本作業遴選各領域產、學界專家擔任審查委員共27名;各產業組召集人為本計畫主持人及協同主持人擔任,全體共計34名。目前已全數完成書面審查,預計6月下旬完成初審作業並進行公告。

Brief Explanation of Start-up Taiwan Accelerator Project

Introduction

Taiwan has focused on the development of seven industries in order to meet increased demand from the global market and to harness the potential of Taiwan's industrial firms. These include the cloud applications, biotechnology and healthcare, logistics services, information electronics, precision machinery, green energy, and cultural and creative sectors. The aim is to strengthen and revive Taiwan's economy and nurture emerging industries.

The A Incubation Acceleration Alliance Circle has as its core circle, five legal entities plus one incubation center. They will be joined by a Professional Alliance Circle comprising two venture capital firms, four media marketing firms and two consulting companies. The B Alliance has as its core circle, six incubation centers plus two legal entities. They will be joined by a Professional Alliance Circle comprised of three regional incubation centers. The C Alliance has as its core circle, six incubation centers plus two legal entities. They will be joined by a Professional Alliance Circle comprised of six venture capital firms, six media marketing firms and four consulting companies. These Alliance Circles will focus on developing innovative solutions for small & medium enterprises in three areas: namely timely & suitable funding, starting industrial operations and building international links, and providing advice on speeding up innovation, technical development, and marketing. These are meant to accelerate profit earnings and finding investment resources. The Alliance Circles will also focus on nurturing emerging industries, as well as promoting and supporting competitive industries.

Program Focus

The following companies have already agreed with the Industrial Technology & Research Institute to provide angel funding and consulting services: Vivo Venture Capital from Silicon Valley, Industrial Bank of Taiwan, Sino-Canadian Venture Capital, Life Pioneer Venture Capital, Shin Kong Venture Capital, Baodian Venture Capital, Taishin Venture Capital, WK Technology Ventures, Waterland Venture, Atelligent Global Consulting Corp., National Chiao Tung University Angels Club, Hua Yang Venture, Cathay Venture Capital, Holistic Chung Yuan Incubation Investment Ltd., and Friends of the World Investment Co.

In addition, more than 90 organizations have agreed to provide technical, marketing and/or management consultancy.

Regarding the building of international links, offices have been established in the following cities: Amsterdam, Berlin, Moscow, Tokyo, Osaka, Kitakyushu (Japan), San Jose (USA). Substantial cooperative ventures and human resources training programs have been established with the following cities, nations and organizations: Washington State University, Arizona State University, WSGR, Finnegan, Japan Incubation Association, Hong Kong Technical Agency, Hong Kong Trade Development Bureau, National University of Singapore, New Delhi (India), Beijing, Guangzhou, Changzhou, Shanghai, Dalian, Wuhan, Xian, Chengdu, Xiamen, Suzhou (China), Kobia (South Korea), the NBOA of the US, the Netherlands and U.K. in Europe, Jakarta (Indonesia), Hanoi and Ho Chi Minh City in Vietnam, Penang (Malaysia), Ulan Bator (Mongolia), the U.S. states of Indiana and Michigan, and eventually with Bangkok, Switzerland and Sweden in the latter part of this year.

This year, there will also be Memorandums of Understanding signed to attract seed investments, innovative concepts and support for innovative companies with Arizona State University (its GAN International Certification for Incubation Acceleration), the Wilson Sonsini Goodrich & Rosati Professional Corporation or WSGR (the top legal services provider to technology, life sciences and growth enterprises worldwide), VC 2020 (a famous Silicon Valley incubation center), and SpeedInvest (a Viennese venture capital firm that provides consultancy for Taiwan firms entering the European market). These MOUs will serve to establish international cooperation platforms and a global incubation network.

Program of Work for this Year

Starting this May, we will hold nine investment matching meetings, 10 innovative human resources training classes, and 15 international business opportunities and investment matching meetings. These include the ITRI Forum on Taiwan-Silicon Valley Business Funding, Networking and Product Development Cooperation on Sept. 15; the Bio Business Asia matching Taiwan's biotech firms with foreign buyers on Sept. 18; and the San Francisco Partnering Fair for Taiwan and Northern California companies on Business Funding, Networking and Product Development Cooperation on Oct. 14. These activities will provide consultation sessions for 200 business cases and are expected to generate more than NT$800 million (US$26.8 million) in investment, as well as help at least 20 firms to enter the supply chains of bigger companies and boost their overseas business.
